The Daybreak project has been appealed by multiple people to the Truckee Meadows Regional Governing Board (RGB) because of its dangerous location. The Governing Board is made of up elected officials from Reno, Sparks and Washoe County. The appellants do not have a date yet for the item to be heard before the RGB, but as soon as that is known the information will be posted on this site.
WE NEED YOUR HELP! We really need people in the room to help drive the message to these board members that this project is in a dangerous and destructive location.
MEANWHILE AN ONLINE PETITION has been started to collect signatures for the Governing Board for those who are in opposition to this dangerous project. The link to the petition site is below and we are going to need as many people as possible to sign it. Even if you plan to come to the meeting and are planning to send in personal comments on this project! Please share it with your friends and neighbors!
Half of this project will be built on the Butler Ranch North. This area is designated specifically for flood storage for Steamboat Creek. Daybreak plans to channel the water as fast as they can through their project and out of it. If that works, where does that leave downstream communities like Donner Springs and Rosewood Lakes? Flooded.
They also plan to put fill into the flood plain on each side of the Huffaker Narrows where development has already severely constricted this critical space with the 240 ft wide Southeast Connector (or Veterans Parkway). This could create a dam situation and back up water into South Meadows and Cyan.
The two main roads into and out of this community will be Rio Poco and South Meadows Parkway, with a secondary impact to Mira Loma by Rosewood Lakes. There could be UP TO an additional 40,000 car trips per day on those roads generated by the development.

Due to the significant concerns regarding flooding/flood storage and mercury contamination, along with issues of traffic and schools, I am requesting the RGB overturn the January 23rd TMRPA approval of the Regional Plan Conformance Review of the City of Reno Master Plan Amendment (CR19-012) and the Project of Regional Significance (CR19-013) for the Daybreak project. Additional issues of serious concern are the UP TO 40,000 additional car trips per day, school overcrowding, unresolved wildlife/horse issues and public safety . Please DENY this project.

FYI – It will not come before the Regional Planning Governing Board meeting this Thursday 2/13. The appeal period did not close in time for the item to be placed on Thursday’s agenda per public noticing requirements. The RPGB will discuss whether the appeal will come before us at our April 9th meeting or is a special meeting will be called.
